One has to be at least age 35 to run for the presidency. All those details are probably meant to confuse you.

both of them are able to because they are 35 or older and born in america

The way I read it, the legislator is currently 30 years old. (Before now, he was born in VA, lived abroad for 10 years, and then returned to VA.)
