If you think about equation of a straight line:
y=mx+b
y= (-2/3)*x+45
y=mx+b
y= (-2/3)*x+45

Anonymous is right. m is the slope of the line and b is the y intercept.
So the graph will have a negative slope of (rise/run) -2/3 and it will cross the axis at y=45
