I need help understanding this FRQ prompt:

Analyze the circumstances around the decision to ultimately relocate persons of Japanese ancestry.

The "analyze the circumstances" part really confuses me!

Why were Japanese interned? What were the reasons? Were the reasons valid? Did racism play a part in this decision?
