Let the smaller number be x. The two numbers are then x and 3x. You have only one unknown now.

1/x + 1/(3x) = 4
4/(3x) = 4
1/(3x) = 1
3x = 1
x = 1/3
3x = 1

4/15 is not an answer. I don't see where you get that.
