To find out hw much inches are in 9.5 feet, do I do 12 times 9.5? I would do that because there is 12 in. in a foot.

You can do it either way. You'll get the same answer.
12 * 9.5 = 114
9.5 * 12 = 114
12 * 9.5 = 114
9.5 * 12 = 114

It didn't turn out right on the comoputer screen. I wanted to know if you put the .5 hanging off the problem or underneath the 2 in 12

It doesn't make any difference when you're multiplying decimals. After you multiply the two numbers, you still put the decimal point one place to the left since you have only one decimal point in the problem.
