If your question is answered, you'll see a post right underneath it and to the right a little bit -- and it should be answered by one of the tutors.

could students who know the answer too, submitt it?

If a student is 100% sure he/she is correct. Otherwise, it's best left to a tutor so the student posting the question is not led in the wrong direction.
