when an astronaut orbits the earth, and is falling in a circle around the Earth, is he/it creating a CENTRIFUGAL force or a CENTRIPETAL force?

Neither. HE is under the influcnce of gravity, which is accelerating him toward Earth at an acceleration of v^2/r. This value is called centtripetal acceleration, but is gravity doing the accelerating
