Why is the pH at the endpoint of the titration of a weak acid by NaOh greater than 7.0?

Because of the hydrolysis of the salt. For example, the acetate ion hydrolysis as follows:
CH3COO^- + HOH ==> CH3COOH + OH^-
Note that OH^- is produced as a product and that makes it basic.
