how do I write this equatio out and is it stoichiometry problem. Find the mass of sodium hydroxide needed to neutralize enough nitric acid to create 2.0 gram of sodium nitrate?

Yes, it is a stoichiometry problem.
NaOH + HNO3 ==> NaNO3 + H2O
