re-write your equation in form y = m x + b
y = -2 x + 3
that means the slope m of the original line is -2
the slope of the perpendicular m' is -1/m so
m' = -1/-2 = 1/2
so
y = (1/2) x + b'
now put the point in
5 = (1/2) 3 + b'
b' = 7/2
so
y = x/2 + 7/2
or
2y = x+7
