I do not know what you mean by a "pl" spectrum

A red shift occurs when the observer and the object are moving apart. Wavelengths of spectroscopic features, such as atomic lines, are shifted to longer values when this happens.

A blue shift occurs if an observed object and the observer are moving towards each other.
