Thompson assumed that the amount of positive charge and negative charge in an atom was equal. Was this a reasonable assumption?

I really do not understand this.
I tried looking up on the site, but information there wasn't so clarified.

if they were not equal, matter would be charged. Did folks get a shock by picking up dirt?
