Ferroza can buy a 24 ounce bag of ferret food for 1.19 or she can buy a 36 ounce bag for 2.89. which is the better deal?

Assuming that the two packaging contain the same food, then
24oz bag costs 1.19/24 = 0.05 /oz
36oz bag costs 2.89/36 = 0.08 / oz
So bigger packaging does not have to be cheaper.
In the supermarket, this is what I would do:
24oz costs 1.19
36oz is 50% more, 50% more of 1.19 is about 1.80 (< 2.89), so the unit price of the 36oz bag costs more.
