why ch3coona + h2o release heat?

I don't think it does. I think CH3COONa goes into solution and it is endothermic (absorbs heat) when the crystals dissolve.
When a solution of CH3COONa is allowed to crystallize, it does so with the evolution of heat. That is how some hand warmers and bed warmers are made.
