I am struggling to think of a city at 45 south. The most Southerly city of over 1,000,000 people is Melbourne Australia.

Anyway I know that the Falkland Islands are approximately 50 degree south so that your city is further south than this. I think that 45 south cuts through the bottom part of South America and possibly the most Southern part of New Nealand. So what is the climate like in these places?
After a little research the city at 45 deg S is Dunedin, on the South Island of New Zealand. It only has a population of about 150,000.
