Candy stripers are teenage volunteers at hospitals.
(In this sentence, what is the meaning of 'stripers'? Does it mean people who are wearing striped clothes?)

Yes, they wear striped clothing. Here are a couple of examples. Generally the dress is striped and the apron (if there is one) is white, but I've also seen striped dresses, too.
