I believe it was von Braun.

Werner von Braun is credited with inventing the V-2 rocket.

The original plans were created by Goddard, but Von Braun improvised to make it work. I would divide the credit for the invention, but give Werner the credit for making it work. Read the article Ms Sue posted.
