I didn't find anything about Moche roads. What does your text say?
I believe it says it is A.

"Skilled Moche farmers developed methods for fertilizing the soil and used cannels to irrigate the land. Their leaders built roads and organized networks of relay runners to carry messages, ideas that later Andean civilization, the Inca, would adopt."
