I read the Earth/Moon Barycentre is located 74/100ths from the centre of the earth towards the earths surface. As the moons orbit varies from Perigee to Apogee by more than 30,000 miles I would have thought the Barycentre would move around according to the moons position in its elliptical orbit?

That location is a very crude calculation, yes it varies as the moon's distance from Earth varies.
