Why does the loss of a proton from cyanic acid yield the same anion as that obtained by the loss of a proton from isocyanic acid?

Cyanic acid is HOCN. The compound has the structure H-O-CßN. It is isomeric with another acid, H-N=C=O, which is known as isocyanic acid.
When you deprotonate cyanic acid the anion is:
(-)O-CßN <-> O=C=N(-)
