This is not a sentence, but a "rejoinder." It says "Delighted, Arthur." It implies that I am delighted with something (it could even be "glad to meet you" and I'm talking to Arthur, because the comma (for direct address) tells me that.

The subject is NOT stated here and there is no verb! There is an adjective and a person's name!
