Before class, you should look over your notes from the last(9)lecture and take a minute to speculate about what your instructor is going to talk about today.

(9)
a) No change
b) lecture, and
c) lecture; and

I think it need a comma after lecture
is that correct? thanks

No, you don't need a comma there. It's not a compound sentence (there is no separate subject for the verb "take"), so no comma is needed.
