He did take some steps to help, like creating the Reconstruction Finance Corporation to provide loans to banks and businesses, and he encouraged private charities to help those in need. However, many people felt that his efforts were too little and too late, which contributed to his negative legacy as a president who did not do enough to help Americans during this tough time.
