For a titration to be effective, what must be the relationship between the equivalence point and the endpoint?

Theoretically, we want the end point and the equivalence point to be the same but if the titration curve is steep enough at the equivalence point, we can get away with using an indicator that produces an end point very close to the equivalence point (in terms of extra titrant added or subtracted).
