The President of the United States is elected by the Electoral College. While citizens participate in the election by voting for their preferred candidate on Election Day, the outcome of that voting determines the electors who make up the Electoral College for each state. These electors then cast their votes for President. So, while citizens play a role in the election process, it is ultimately the Electoral College that formally elects the President.
