Have you actually looked for the new words in a good dictionary?

licensure = The act or an instance of granting a license, usually to practice a profession.

accreditation = The act of accrediting or the state of being accredited, especially the granting of approval to an institution of learning by an official review board after the school has met specific requirements. OR accrediting = granting credit

Now, can you interpret it better?
