I am trying to understand how to translate math questions into an inequality. Here is an example: The cost is at most $4857.95

Essentially you look for key words.
"At most", "no more than", "does not exceed", etc. would mean less than or equal too. Taking your example, if the cost is at most $4857.95, then it could be less, but it cannot be more. When x is less than or equal too y, x can be less, than, equal to, but not more than y.
The third grade class is having a pizza party. The class expects 22 children .1 teacher,and 2 parents. Each pizza will be divided into 8 equal slices. In all,how many people are coming to the party?
