As the child swings, her potential energy is at a maximum when she is at the highest points of the swing, where she almost stops before coming back down. On the other hand, her kinetic energy is at a maximum when she swings through the lowest point, moving the fastest. So, potential energy is highest at the top, and kinetic energy is highest at the bottom.
