in what way could putting a tariff on foriegn shoe imports result in a disadvantage to the untited states economy or to the United states consumers.

Competition encourages innovation. If there is relatively little competition from foreign shoes, the shoe companies here will tend to be complacent. Mitt Romney states it very clearly in his new book "No Apology."
