Would the total possible outcomes be 17?
The number of evens would be 10 and the multiply of 3 is 7. So 10 and 7 together is 10.

List the numbers from 1 to 21 which are either even or multiples of 3:
2,3,4,6,8,9,10,12,14,15,16,18,20,12
I count 14, not 17.
Prob(event as stated) = 14/21 = 2/3
