x^4 - 16 = (x^2+4)(x^2-4)
= (x^2+4)(x-2)(x+2)
So the ratio is always
(x^2+4)(x-2)
Evaluate that at x=-2

= (x^2+4)(x-2)(x+2)
So the ratio is always
