realize that 9 = 3^2
so 3^(x-2) = 9^(x+4) is
3^(x-2) = 3^(2x+8)
then
2x+8 = x-2
x = -10

check:
LS = 3^-12 = .000001881
RS = 9^-6 = .000001881

= 3^(2x+8)
