1) "I would like to learn as much as possible as soon as possible"
Should there be a comma after the first "possible?"
2)"The liberties that the university provides to its students..."
Should I take out the "to"?

1. You could or you could just add "and"
2) "to" is fine. If you wanted to, you could remove it.
