I've read my book and still can't find the answer to this question. I need an explanation so I can study for my midterm coming up. Help please?

Describe two ways the federal bureaucracy helps to shape laws passed by Congress.

2) Agencies solicit public input on new legislation via the Federal Register. They also use the Federal Register, which is authorized by Congress, as a rule book for running their departments and agencies.
