Almost, but not quite.
The -2 on the left hand side has been omitted, and -32 should have been 32.
Point (x1,y1)=(8,-2)
Slope, m = (-4)
(y-y1)=m(x-x1)
y-(-2)=(-4)(x-8)
y+2=-4x-4(-8)
y=-4x+32-2
y=-4x+30
Check:
-2=-4(8)+30
-2=-2 OK
