Explain how to use a protractor to measure an angle?

put the center (the small hole) of the straight edge on the end of the base (so that the end of the base lines up with the hole. The other side of the angle you're measuring should line up with the curved part of the device the number that correspond to that side will give you your angle measurement in degrees.
