Which strategy do you think would be more effective and why?

Can someone please give me their opinions on this question, because honestly I'm kind of stumped.

The best strategy for taking care of our children is for a enraged public to demand that children are in school and not working. A country's legislators are then likely to pass legislation prohibiting child labour.
