You could probably use a graphing calculator if you have one, or you might have to first simplify the numerator and then the denominator. After simplifying, you use long division and then find out to see if there is a repeated pattern in the decimals. For example, 2.3333333... has a repeated pattern of 3's, 5.12345123451234512345... has a repeated pattern of 12345, etc. If there IS a repeated pattern, then the fraction doesn't have a terminating decimal representations. If not, then it does.
