I am trying to find sources with information about exemplary programs in my state (Kentucky). The exemplary programs can be state, school district, or community related that help meet the needs of at-risk students. Thank you.

You'll have to decide on which category of "at-risk" students you want to concentrate on.

Jessamine Co. Ky has several excellent programs for "at risk" students. You can contact Michael Moore who is head of Special Education. Here are sites which may be of help.
