We usually don't use any preposition. We say: Korea lost the soccer game by 1 to 2.

Both are correct.
We might also say,
Korea was defeated by the Japanese soccer team by a score of 1 to 2.
We might also say,
Korea was defeated by the Japanese soccer team by a score of 1 to 2.
