The questions are overly simplistic.
It is impossible to change velocity at constant speed without acceleration. Even if going around a circle at constant speed, you have centripetal acceleration. In other words if you change direction at constant speed you need acceleration as well as the change in velocity.
I agree with the second one because it does not give acceleration ads a choice.
