A quarantine area means that ordinary people can't enter or leave an area. A quarantine area for dogs coming from another country, for instance, would keep these dogs away from other dogs and most people. If the dogs have a disease, it won't spread to others.

When I was a child, I had scarlet fever and our house was quarantined. No one but my dad and mom could come in and Mom and I couldn't go out. Dad had to stay out of my room.

From Merriam Webster:

4: a state of enforced isolation

A quarantine area would be one in which the person or animal or thing is being kept away from others.
