"Conditional" means not yet a fact. If certain things happen ( in this instance -rain) then another action will be taken ( buying an umbrella).

Any thing that follows "if" whether one thing or a series of things, will be conditional... example If it doesn't rain and the field is dry, then the baseball team will probably win.
