You do not say what to solve it for.
Perhaps you mean, solve it for y.
If so you want to get y all alone on the left.
subtract 4 x from both sides
-3 y = -4 x -2
divide all terms on both sides by -3
y = (-4/-3) x - (2/-3)
or
y = (4/3) x + 2/3
