I wouldn't name it that. The longest chain is 4 which makes it a butane. it's 1-bromo and the two methyl groups (making it dimethyl) are on carbon 3. Your name counts the right most CH3 twice; i.e., once as part of the 4 carbon chain for the butane name and once again as a methyl group. A common error among students is to name it 1-bromo-3,3,3-trimethylpropane but that isn't correct because that last methyl group makes the propane chain one C atom longer to become a butane chain.

I would omit the last - and name it this way.
1- bromo-3,3-dimethylbutane
1- bromo-3,3-dimethylbutane
