I'm not comfortable with some of these compounds but I will assume BiO is what you intended to write. In addition I don't know if you meant to write Cl^- or Cl (if Cl it would be Cl2) so I'm assume you meant Cl^-. I'm assuming an acid solution.
But I stress out too much. From Bi2O3 to BiO the Bi2O3 is reduced. For ClO^- to Cl^- or Cl2 is a reduction too and you can't have both half cells as reductions.
Bi2O3(s) + 2e + 2H^+ ==> 2BiO(aq) + H2O
ClO^- + 2e + 2H^+ ==> Cl^- + H2O
so you need to clean up the equation.
But I stress out too much. From Bi2O3 to BiO the Bi2O3 is reduced. For ClO^- to Cl^- or Cl2 is a reduction too and you can't have both half cells as reductions.
