volume of one hemisphere = (1/2(4/3)π(3^3) = 18π cm^3
volume of the cylinder to water level = π(5^2)(18) = 450π cm^3
The answer you probably want :
number to fill cylinder to that level = 450π cm^3/(18π cm^3) = 25
