slope of line c = (-2-2)/(5+1) = -4/8 = -2/3
slope of perpendicular is then 3/2
so
y = 3/2 x + b
point (-4, -4)
-4= (3/2)(-4) + b
-4 = -6 + b
b = 2
so y = (3/2) x + 2
