It sure looks like every time the distance increases by 1 mile,
the cost increases by 1.75

yes , 1.75 is the slope ... cost per mile
the cost DEPENDS on the miles
cost is the dependent variable - y
miles is the independent variable - x

Think about it this way. If you've travelled no miles, you're gonna have to pay $3, which is your y-intercept. However, for every mile you travel afterward, you will have to pay an additional $1.75 for every mile ON TOP of the $3.00 flat fee. This is your slope, or rate of change.
