Why does water Slowly evaporate at 25 degrees Celcius?

Water has a vapor pressure at room temperature of approximately 25 mm meaning that at equilibrium water vapor is forming above the surface of the liquid. As the vapor is distributed into the air more vapor must replenish what is there to maintain the pressure. Eventually the bulk of the liquid is gone over time.
